FastStone Image Viewer - Powerful and Intuitive Photo Viewer, Editor and Batch Converter. It's a great browser with some very useful editing functions too - including cropping, resizing, colour and tonal adjustments. You can also use it as a front end to any image editor - a single key click will open the selected image in any application, and you can have number of linked programs.
What's more....
It will read and open RAW files from most cameras. I wouldn't necessarily recommend it as a RAW editor, but it does allow you to browse a RAW folder and perhaps even do a preliminary sort/discard before opening the files in your favourite converter.
