Create a new layer and call it lipps, press edit in mask mode and do the lipps with a soft round brush. Exit quick mask mode and go to select and click in inverse.
Now fill the lipps with a color you want, in this case I used Magenta or #EC008C wich is the same, and then set the layer mode to soft light and lower the opacity to what you like best, in this one I used 50%.
