I agree with Skip, the majority of the image feels rather flat so needs a touch more contrast. I am not sure why you chose to go for the 'sepia' look as I don't really feel it has given the image anything more than it had. I know it was a cloudy day so you probably felt the colours were a bit washed out (no pun intended!) but when toning, we need to always ask ourselves which tone would add something to the picture, particularly by way of the colour 'temperature'. Sepia is generally chosen to give an old feel to the picture. I know this is in Australia but maybe as an image it would work better with a colder tone, not sure. Either way I think the lower and higher ends of the luminance need adjusting to boost the contrast and give the picture some bit.
As far as taking the shot is concerned, I think a lower vantage point would have created more impact. The silhouette works great but if it was a silhouette against part sea and part sky it would be more effective, narrow the expanse between shoreline and waveline and put the boy in a more engaging position. As it is, all the interest is down in the bottom left quarter and the rest is just an expanse of sea.
The boy is great, maybe have another go at this from different angles and positions, I think you'll see a real difference.
