ND filter won't help with these conditions, Paul, as it's used to filter back a bright sky. As you suggest, earlier/later in the day or cloudy to even out the light more. However, even then (as here) you'd still need to use exposure compensation (or preferably manual) to prevent burned highlights. Problem can be that on a bright day, after adjusting for the bright highlights, the remainder is lost in the resulting under exposed surroundings!
