Haze is usually good - helps to even out the light (diffuses the harsh sun). Polariser will help to a degree by reducing some of the glare off the water, but not enough, in my experience (tho it does help to allow longer exposures for the 'silky, milky' look!).

I use single exposures and dodge back detail in the dark shadows (but will admit that sometimes they just are too dark). Never have yet managed to get two handheld exposures to successfully merge (always a very slight spatial difference in the two shots)
