Let's remember what HDR means: high dynamic range. It is commonly achieved by merging three or more photos together with different ranges in order to get a strong contrast and range in the shot. However, it need not only be achieved that way, the application of certain filters does a similar thing: and LucisArt is definitely one of them. The LucisArt filter basically looks for areas of contrast and increases the depth of that contrast without changing full areas of colour.
So yes, this is a sort of HDR shot though still a touch flat but that is easily rectified. As Skip said, it isn't hugely artistic but it is a decent enough reportage shot of the tower. Hate to admit it but I think this would benefit from a quality mono treatment..... Dave? Where are you? :o)
