It's only for managing your local wifi card. It's useful if you use the card at mutliple wifi hotspots otherwise it's limited. It's useful because it can remember your encryption settings (but not TCP/IP) and automatically select the correct ones depending on the hotspot detected (assuming you've already configured your card for the given hotspot).
Most drivers come with profile ability anyway so make Wireless Zero Configuration a bit of a duplication. However the good thing about it is it lets us support peons talk to you you nooby proles about user interface controls. For example, in W2K it's a wifi free for all and how you configure one card is completely different from another - it's down to the card manufacturer.
Also "Wireless Zero Configuration" is a bit of a misnomer. You still have to configure your card once per wifi hotspot.
