The picture you posted looks a lot like the AquaTech raincovers - I can't tell for sure if it is one or not. Anyways, AquaTech provide the best solutions when shooting for extended periods in the wet - you'll see them a lot on the sidelines of major sporting events when the weather turns foul. They're not cheap but they do a great job of it.

I myself have one of the clear plastic covers by Kata and, right enough, it will fog up pretty quickly... though I mainly use it for tripod based work in conjunction with a cable release, so it doesn't really fog under those circumstances.

So: if you're routinely shooting in foul weather, go for the AquaTech.
