I think this says street more than road or anything else, because, to me, a street is something that is in a tightly packed city. (A road is in the contry-side. A boulevard or avenue in a city too, but in the grand or cerimonial part of the city.) And when you get windows and living space down at "street level" like this, it just exudes that tight and cramped feeling. The passer-by also adds to this feeling.
