Actually we can set up that section so that anyone can open/close threads but because of the the amount of usergroups we have it would be quite a large task and also, if we are being totally honest, we like to keep a close eye on that section in particular due to the potential for abuse.

If your on sites where you can lock, delete, edit or otherwise have thread control then you've been given extra rights.
I am a member of a number of sites and they don't allow that in most cases.
The one that gets me is the unusual NEW POSTS system used on Pixalo which I've seen nowhere else.
Suppose it's horses for courses and as I like this site I go with the flow

Thats probably because we use database marking instead of cookies...Pixalo never marks any threads read unless you have looked at them or they have passed a set time (from memory about a week). This means that you can come and go to the site and if you don't get chance to read all of the new posts the next time you visit they will still show as being new. On some other sites if you visit and don't get time to read them all, when you return they are still marked as read due to their use of cookies, it used to really annoy me elsewhere so we set it up this way here.
