I think I'd be taking a very good look at that fan and see'ing if it's second hand.
Now you have to decide what to do next. Obviously not take it back to that bunch of cowboys.
I think the first thing I would do is see if you or hubby can very carefully take off the fan and give as much detail off the main chip.
Also see what information / numbers are on the mainboard.
We can then get an idea of what processor and mainboard and just see if he's fitted a crappy or wrong fan type.
