There is still some official discussions going on about the punishment for engine changes, and until it is finalised they are not publishing the grid slots for tomorrow GP as certain teams/drivers are hoping to not suffer the 10 place relegation. I doubt anything will come of the protests this weekend but there may be changes over the next few GP's especially since they have had to change to V8's.
Due to the way that qualifying is now done, the positions for the start do not necessarily represent the true speeds, it all depends on the fuel loads. I actually like it this way though and tomorrows F1 will be interesting, especially since the majority of teams/drivers will be on the second race from the same engines and reliability is a concern.
Rosberg is looking like a true professional, especially when you think that he has never driven this track before this weekend!!
