Canon have no problems with lense repairs under guarantee as long as you can provide proof of purchase, no matter which country you bought it from.
It is electronics that they are much more fussy on (bodies/flash etc). Although I have read of people managing to get repairs done without charge, Canon do state that they won't cover it and that equipment has to be returned to the country of purchase at the users cost should a repair be required.
