the first thing is an issue with the drivers setting too high a refresh initially. It then gets reset by the OS. I'm assuming the EIZO is a lcd? If so put it's refresh to 60hz. There may be a refresh override in the driver settings too. Make sure that is also at 60hz.

As for the mouse pointer. I guess you have XP? If so switch off all the fancy mouse effects (shadows etc). These are done in hardware and it's unlikely your matrox can do them.

Other things to switch off are "show windows contents while dragging" and the fade/scroll menus.

Basicly, switch off the eye candy
