Hi John.
I don't know Ulead, but I'm sure you can resize no problem with it. Someone may jump in with more info for you.
In the meantime, try
ImageResizer , a Microsoft PowerToy. (Scroll down on the right).
Right click an image and you get a selection of preset sizes and the option to define the size yourself.
It can really bring a file down perfectly for web use
