Hmmm, not that long ago that they were proposing something similar in the UK: pulsed light and sound (IR to go through eyelids). Use a frequency that'll stimulate epileptic fits - apparently 10% population are susceptible. The sight of 10% frothing at the mouth would panic the remaining 90% crowd.
