That's the whole point Nathan, as your rollover explanation showed, the only images there are an inverted colour image and a mono image so the fact the image then looks coloured properly when you look at the mono image shows the effect.
Stare at the date intently on the colour image for thirty seconds and then move the mouse over WITHOUT EVER moving your gaze. You MUST continue staring at the dot and avoid the temptation to look around the picture or it will immediately go back to mono. Use your peripheral vision to see the colours rather than focused vision.
By the way, if you want to see the green more clearly, don't focus on the dot. Just pick a spot of grass and focus on that instead, you'll see it much greener when you move the mouse over as it doesn't require peripheral vision :o)
