Having been on a cruise or two as a passenger, my opinion is that yes, it is a very hard job. These guys are out there taking anywhere from 400 to 2000 pictures at some event every day. Yes, sometimes there are more than one photog, but that is still a lot of snaps.

Then they have to process the images.

Then they have to "man the store" to sell the prints for probably several hours a day.

I suspect that there is not much time to see the world because at every port, the photographer is there to snap as people disembark, then must process.
