They're negative if you agree, they're nothing if you don't.

There's nothing wrong with taking photos for nobody. Joel Meyerowitz photos often have pretty undramatic sky in them. It's not the be all and end all of a photo on an overcast day.

Take pics whenever you want, never for an audience you imagine will like them, then you're just serving up a product for consumption instead of showing people how you see the world

Also, that kind of light, flat but quite bright, is great for outdoor macro!

There are lots of pics that don't require the sky to be in them and where harsh shadows are to be avoided at all costs so there are plenty of pics to be had when the sky is dull.

Ask any wedding photographer what sort of light makes their life easier when the bride is all in white and the groom in a dark suit.... bright sun is a nightmare for those!

Good call from Jack, outdoor macros are often much better without a shadow across them. Others have also said about mono.

Apart from heavy rain, is there really such a thing as a day when photography is a no-no? Even rainy days can produce some cracking shots, especially of the reportage variety. Just check out some of Henri Cartier-Bresson's work for proof of that!
