buying from Hong Kong and china

I know a lot of us buy from Hong Kong and such like, but If you are billed for customs duty or VAT etc do you have to pay this before you get your item or do they usually deliver it then bill you?

As I understand it, there is a limit under which you do not have to pay any duty. If your goods are over this limit and it comes by post, the sender has to fill in a declaration form that gives the value of the contents of the package, and any package could be opened by customs on arrival in the UK. Most are not. If it is opened and duty is due, you will have to pay before delivery.

If it is a courier delivery, they will require payment on delivery (assuming duty is required) otherwise they will not leave the item.

I think that is how it works.

Graham is right. You may have to pay in advance of delivery, and the courier may also want a handling fee in addition to Import Duty and VAT. Many overseas merchants under-declare the value or say that it's a gift, but HMRC are getting wise to this! Some merchants guarantee to reimburse any taxes, but usually you take pot luck.

hmmmmm ok i got my lens from One stop digital.
after a perfect journey from Hong Kong to paisley Fed ex made a fiasco of getting it from Paisley to here.
the lens was declared a gift and the value declared of 42 euros.
it was delivered eventually wont go into the fiasco but got it in the end........

THEN about 5 days later got a bill from fed ex for the sum of 16.38 according to the invoice it was
6.38 for Disbursements out of the scope of EU VAT
and
10.00 for a clearance Administration charge vatable at 0%

??? ideas??

Fiona, i am suprised fed ex, delivered your parcel before you paid the fees and vat. I have ordered parts for my van, from america, which have been classed as gifted, but have had letters from fed ex, asking for payment of clearance fees and vat, before they will deliver.

Fed ex , state in their letters, that they do not enter into any negotiations on these amounts, if you do not pay within 28 days, they return the parcel to sender.

yeah its all paid and am sending it back to one stop, i just wondered on the fact that they billed me after delivery, what would they have done if i had refused to pay after all there is no proof as to what was in the box!

I don't see the problem with this as it costs you absolutely nothing in the long run. Why are you trying to avoid some customs and VAT liabilities that you knew could be levied but also claimed back directly from OneStop?

I just have trouble following your logic

think you are picking me up the wrong way Steve, all I was doing was asking if that's the normal way of doing things as I was always under the impression that they wouldn't deliver it if there was any duty owed on it.
I don't think I said anywhere that i was trying to get out of paying it ( apart from the light hearted answer to woody where i said " unfortunately") the bill has been paid so i'm not sure how you assume i'm trying to avoid them.
may never even get round to claiming it back from one stop its still a bargain. so the logic is actually fairly easy to follow ...
I asked........." do you get billed for it first usually or after you receive the goods" where in that do you see or assume I'm trying to "get out" of paying it?
when i then asked for ideas I was asking for ideas as to how i managed to get it delivered before they claimed the money......... again where do you see that I'm trying not to pay for something!

I'm actually quite insulted by the idea that some one would think im trying to get out of paying for something especially when its already covered.

Well in answer to the question, any time I have had duty owing I have had to pay before I could collect. The courier acts as an agent on behalf of HMRC so they have to pay if you don't! In their place I reckon I would get the money first as well.
