It is 'compact' simply because of its physical size. Yes, it will produce a 1:1 image - something 20mm long will occupy 20mm of the sensor.

A macro lens of this focal length is OK for still life and inanimate subjects, but you might find it tricky for insects etc because the focus distance at 1:1 will be very close indeed. Generally it's better to use a 100 or 150mm macro lens for such shots, and even then the lens will be just a few inches from the subject at 1:1. Remember too that minimum focusing distances are measured from the film/sensor plane, not from the front of the lens.
