How do I resize a photo with these criteria?

Good evening to all (or good morning for European folks) ...

I have seen, used, and practiced Rob Barron's "Resizing for Pixalo" tutorial and it works great.
What is explained in that tutorial gets right to the point: resizing pictures for this site, hence Pixalo. So far so good.

Now, I have this little dilemma:

I need to post a photo at another site and it has to be 4MB maximum file size and with a maximum of 800 x 600 pixels.
Now, the original photo I have (JPEG) for this resizing session is 14.4 MB file size.

How do I work this out to go from a file that is 14.4 MB down to 4MB AND keeping within the 800 x 600 pixels dimensions?

I have yet another query: ... Resizing vs. resampling and the use of bicubic sharper, smoother and the use of the other "boxes" (scale styles, constrain proportions).
I read somewhere that those are very important concepts in resizing for printing or resampling for the WEB (or is it the other way around?).

You can use the tutorial Rob supplied and just set the size to 800x600 pixels.

Its very likely that anything that small will have a file size under 4MB if in a jpg format. I will take a guess that the site that you are trying to resize it for has a MAX file size of 4mb, not a required 4MB size.

If you do find that the file size still exceeds 4MB at 800x600 pixels the just use the quality slider to reduce it further. I have yet to see a jpg of those dimensions be that large though.

Now I now that the max I will get from that photo will be around 1MB in size at a full 100% quality.
That will surely do!
