Ray, I'd say polarizer. I wouldn't say you'd need an ND filter for a snowy scene, as most of the scene is likely to be white - or I should say light-toned - including the sky + land. Hence I'd think a snowy scene would not be high contrast, which is when you'd need a ND filter, e.g. pale overcast sky over a darker landscape.

Hope this makes sense + helps

Edit: Ok the above is tuned into graduated ND filters, 'cos that's what I have If the scene is very bright from the snow AND you particularly wanted a slow shutter speed, e.g. for a waterfall shot, then yes, you might find you want to use an ND filter.

To confuse you more, you can also use a polariser as an ND filter!

An D filter won't give you quite as good a result as a polariser for snow Ray, as you are not only looking to reduce the amount of light. An D will uniformly reduce the light but a polariser does what it says on the box: polarisers the light. This means that instead of light rays hitting the lens from all angles, only those from a certain angle will go through thus reducing significantly any glare and also reflections whilst also deepeing the contrast between the snow and a blue sky.

Definitely worth going with a Circular Polariser for these types of shots. Don't use a Linear Polariser (often labelled as simply a Polariser) as this will often fool your camera's exposure system and even the autofocus system sometimes.
