Whilst you've reduced the saturation there's still colour there!

Personally (and I know the area very well having lived in Penarth for many years in the past), I'm unsure as to why you've gone for Mono. Result looks rather messy, whereas the colour of the Custom's House sets it apart from the Millennium roof, which sets itself apart from the Senedd

Personally I quite liked the 'bronze' effect - but now (after your comments), I'm not so sure - maybe I'd have better either staying with colour, or going full-out B&W.

I like the slight colour in the shot. The scene does look quite busy as there is a lot to look at, but I think if you could pull some detail back into the sky it would help.

I think Steve has hit the nail on the head. It is a very nice shot. Maybe it would be better in full colour or mono, but I think the answer to your question is the to get more punch it needs to be less busy so the viewer does not spend time constantly wandering around the image with no place that you are drawn to.

I'd certainly advocate squeezing a bit more detail out of the sky and see if you can get a bit more detail into that roof.

Plenty of potential though.

i know this is not the Photo Critique section but you asked how to improve the shot, let start with what is not right, in my opinion...... to flat, to dull, neither a colour or black and white [ mono]. i think you need to go one way or another here.
So there is no need to answer the question what do i need to do to improve the shot [deliver more punch] except go colour or mono

In the little book of what nobody ever likes to do , oh well I won't read it. I see that your detail in the lower water is very good and the constant across the whole picture is your shadows. The shadows leave the sky as an unwanted unbalance. reading in the book it says to have some clouds that look faint look like they are blooming,,,and a gradient blue to the top of your sky,,, maybe that's top to bottom, oh well.
