This is a picture I took of the City Hall of nearby San Marcos California.

The first thing that springs to mind is the border and title almost make the picture seem secondary.
Full credit for hand holding under low light conditions.

I think this works very well Sotelo, very good work, including the frame which is strong yet understated, a difficult balancing act to get right.

May I make one suggestion? This is not really to improve as much as to try a slightly different aspect to the shot as it will change it a bit but would also work as a different picture so to speak.

I think this is a classic example of a shot that would work really well wit a faux wide angle treatment, as per my tutorial here: Can't afford a super wide-angle lens? Try this! - Pixalo Photography Community

Apply this treatment to the right hand side so that the curve of the building is strongly accentuated. The colours are gorgeous here and so will stand out beautifully as the building curves away from us.

You've done a great job hand-holding the camera and getting this shot so WTG

I had tried the distort trick on it when I uploaded the picture but it didn't look right I'll see how it looks with your tutorial.
