It looks a bit like the visibility measuring kit at an airport (theres a technical term for you !!!) ! lol

But i suspect it may be off a motorway ! (in fact i know it is but cant imagine what its called !) lol

It's a vent for a underground facility, either a mine or perhaps the channel; tunnel emergency tunnels?

you often find these vents on landfill sites to stop them blowing up, but i'm guessing this one is following the motorway theme, possibly what Oz said
