Shooting into the sun?

I drive into work about 6.30am into the sunrise. Often there is a haze which creates a layered effect as in this photo. I'm quite pleased except for the sky, and I'm not sure how to approach this differently. TFL and for any comments.

How about less sky in the shot and something in the forground so the rest of the shot acts like a background?
