Resizing photos for Pixalo

Hello again.

I know I posted a question regarding resizing photos so that they can be submitted here.Problem is, I can't find where it was posted and what were the replies, if any.
So, would anyone with technical expertise let me know how and/or what program you guys use here on this forum for that purpose?
