I like your thinking behind this shot but I don't think the fence does anything to help it as it is acting as a barrier to the scene beyond, lessening its impact.

I am not sure if you set this up or simply took the opportunity to grab the shot. Have a little think about setting up an alternative version without a fence to block the way and perhaps with a page open that has a headline pertinent to the scenery (easy to make up with a printer!) You know the kind of thing, either something that marries the two together like 'England's green and pleasant land' (or whatever country you come from, doesn't say in your details) or something in strong contrast like 'The Concrete jungle'.

Buy bringing the objects together in such a way, the whole picture will tell a story without having to actually say anything to the viewer about the picture. if all the work is done within the picture it will be more powerful.

Hope that makes sense
