Singapore Dragon fly

I know this is not a great photo the eyes are not sharp enough but It was quite a windy day ( that's my story anyway

). So far I have not found the name . Dos anyone know.

What a gorgeous colour dragonfly, no idea what type though lol

You can see that it was windy: the wings have been blown in the wrong direction
