My eye is drawn to the illuminated area in the deep shadow on the left, trying to work out what it is. I have no idea what to do about it, because taking it away would unbalance the picture, and cropping it takes out the sun (so not very helpful,really!)

I have had a little play to see if I could get anything more from it. There is no detail in the dark areas to speak of so in order to push back the strength of the sun without losing the effect, I cloned back in the silhouette houses further to the left into the area where the sun overwhelmed the houses altogether. I then put this payer back over the other one using Overlay blending mode and reduced the opacity of it.
I took a section of the right hand sky and sea, added to a new layer, adjusted slightly to lift it a little and used Soft Light blending mode and again reduced the opacity to get the right balance. I cropped the whole thing slightly so that the lightness of the tracks on the left were balancing the lightness of the sea on the right with no dark area the other side of them.
Flattened layers and resaved. Hope you like it.
