This lens has been superceded by the 24-70mm L series, still f2.8. But there are lots of the 28mm version around and I picked it up for just £450 which is no money for a lens of this quality. That is for a second-hand lens, not new!
I already had a 17-40mm L series but felt I needed something a bit more mid range, especially because of the minimum aperture of only f4 on that lens. When I saw this lens on Ebay, it was at a price I was very happy to pay. A new 24mm-70mm lens is over £800. Given that I have the angle covered by my other lens, the loss of 4mm was no big deal and with the Canon 20D mulptiplication factor of 1.6, this lens is the equivalent of a 45mm - 112mm zoom which is perfect for everyday usage. It covers the range needed for good portraits (a good ideal is around the 85mm mark) and of course it has the lower f2.8 so allows for much better low light work.
The bokeh (BG blurring quality) is excellent and the build is as rugged as they come. These really can take a fair bit of knocking about (not that you should be knocking your lenses about but you know what I mean!) and they are weather-sealed so you don't have to run for cover the moment it starts spitting.
It is very smooth in use, does not do lots of hunting for focus and the USM AF system means it is quick and precise. It does of course have the full-time manual (FTM) focusing as well so if it has snapped into focus on the wrong bit, you can take over and adjust to whatever you want. This is extremely useful to have on a lens and I use it a lot.
If you are buying one of these it will be 2nd hand unless someone has some very old stock. Make sure it's lenses have no marks especially on internal surfaces and make certain the contacts are in good condition. If they are at all damaged, walk away, there are plenty more out there. However, in most cases they will be in good condition (Canon L series owners usually take more care of their lenses than they do of their kids.... well, not literally!) but put it on your camera and try it out. As mentioned, focusing should be sharp and accurate.
You will have very little or no chromatic aberation as this lens is well corrected against that. It is still a zoom of course so a prime lens will have the edge on razor sharpness but this will not disappoint at all, even when enlarging to very big pictures indeed. I do lots of A3+ printing and the detail is superb. Colour saturation and resolution is accurate and strong.
This lens is my work-about lens, stays on most of the time and I wouldn't part with it easily. I am happy to recommend it to anyone in the market for this sort of length. You won't better its quality with any other equivalent lens.
